According to reports, since 2018, the Ministry of Ecology and Environment, together with relevant departments, has issued policy documents such as the implementation plan for the implementation of the battle against urban black and smelly water bodies and the action plan for environmental protection of urban black and smelly water bodies, urging all localities to focus on improving the efficiency of urban sewage and garbage collection and treatment, strengthen the treatment of various sources of pollution, and speed up the shortcomings of urban environmental infrastructure. Efforts should be made to fundamentally eliminate black and smelly water bodies in cities.
The person in charge said that by the end of 2022, the black and smelly water bodies in cities at the prefecture level and above have been basically eliminated, and the proportion of black and smelly water bodies in county-level cities has reached 40%, and the former black and smelly water bodies have become beautiful landscapes, the living environment has been improved, and the people's sense of gain, happiness and security has been significantly improved.
At the same time, there are still problems in the treatment of black and odorous water bodies in some places, such as incomplete coverage, inaccurate and effective measures, and imperfect long-term mechanisms, which affect the treatment effectiveness.
In order to promote local in-depth rectification of black and odorous water bodies, so that the governance results can benefit the urban and rural masses more and better, the Ministry of Ecology and Environment has further deployed the environmental protection work of black and odorous water bodies.

The person in charge introduced that the provincial ecological and environmental departments, together with relevant departments, organize and carry out provincial actions every year to promote the completion of the annual target tasks of black and smelly water bodies.
Since 2023, urban built-up areas at the county level and above, rural-urban fringe areas that directly affect the effectiveness of black and smelly water treatment in urban built-up areas, and urban actual development and construction areas have been included in the scope of urban black and smelly water treatment environmental protection action to achieve no dead end and full coverage of urban black and smelly water regulation and supervision.

The person in charge said that in order to ensure the effective treatment of black and odorous water bodies, the Ministry of Ecology and Environment will strengthen communication and coordination with relevant departments and timely promote the solution of difficulties and problems in the process of promoting the work. To guide local governments to actively plan and declare financial support projects for ecological and environmental protection, and establish multiple investment channels for the treatment of black and odorous water bodies. Support local governments to implement eco-environmentally-oriented development (EOD) projects, and use the value-added of related industries to restore investment in the treatment of black and smelly water bodies.
At the same time, the Ministry of Ecology and Environment will also strengthen guidance and training to promote local improvement of black and odorous water regulatory capacity.
In addition, the Ministry of Ecology and Environment will strengthen the supervision and inspection work arrangement in combination with the pollution prevention and control battle, jointly with relevant departments to carry out spot checks on the effectiveness of black and odorous water treatment, and give early warning reports on prominent problems and lagging areas. Establish and improve the dynamic management mechanism of black and odorous water body inventory. For the return of black and smelly water bodies, urge all localities to rectify within a time limit.
